The Hely charging and fuel cards do not work abroad, any fuel or chargingcosts are at your own expense. You can easily pay for your charging sessions abroad with the ANWB app or the Shell app. 

Different rules may apply abroad. Always check this before you hit the road. For example, in some countries an environmental sticker or vignette is mandatory. If this is the case, it is important that you arrange this before you go. Arranging this and paying for this, is for your own account.
